Family integrity—sibling groups should be cared for together in the same family foster home;

Continuity of care—children should be maintained continuously in the same family foster home;

Least restrictive care—children should be looked after in the least restrictive setting; and

Permanency—children should be reunified with their biological parents as soon as safety is assured or else should be placed in alternative permanent homes.

To justify paying a salary to foster parents, agencies must demonstrate that professional foster care is able to achieve these goals more efficiently and effectively than would reliance on traditional, voluntary foster parent recruitment. By assessing how specialized and professional foster care compare with kinship and nonrelative family foster care, additional insight can be obtained on the extent to which professional foster care is a future worth pursuing.
